Full Job Description

The permanent role will focus on managing contracts commissioned to deliver Public Health services. Key contracts within this area include 0-19 services, Welfare Advice, Domestic Abuse and Sexual Violence, and the Alcohol and Drug services. Candidates will be required to demonstrate relevant experience of contracts management within Public Health and a strong understanding of the current key priorities, legislation and standards.
The 2-year fixed term role will work as part of a wider children's commissioning and contract management team that commissions early help, SEND and education services as well as placements for children in care and other specialist services, focused on a set programme of work, delivering value for money assurance. The postholder will help to develop and embed value for money assessments for commissioned services including in relation to children's placements. Candidates will be required to demonstrate relevant experience in negotiation and identifying opportunities for cost saving and efficiency improvements across contracts, as well as implementing measurable outcomes.
Both posts will be assisting in the development and implementation of relevant contract management approaches that can be utilised in conjunction with corporate and other key stakeholders.
Candidates to the Contracts & Quality Manager posts should have a good understanding of policy within health and social care and experience in leading on contract management, performance and quality assurance and improvement. The roles will provide operational management to Contracts & Quality Officers ensuring positive outcomes for people who use services.
Both roles will involve the development and implementation of contract management process and practices ensuring we work closely with partners across the health and social care system, and those with lived experience and wider stakeholders, to deliver excellent, high-quality services which meet the needs of Bradford residents, while achieving financial efficiency.
Experience of contract management, quality improvement and delivering value for money across children's services and/or public health is beneficial however, comprehensive understanding and experience in performance monitoring, improving quality through partnership working, problem solving and the ability to provide effective support and challenge to service providers is key.
Candidates will be required to demonstrate a commitment to ensuring that children and young people have a voice and ability to influence services they access.
There is a Secondment opportunity for the fixed term post, which is open to internal candidates, who have obtained approval from their current line manager and employer. The successful candidate will retain their substantive employment status with their current employer during the Secondment period, while working full-time in the seconded role.
