Full Job Description
The post holder will lead a service which supports the successful participation of vulnerable young people aged 16-18 (up to 25 for those with an Education Health and Care Plan) into appropriate Employment, Education and Training. The service has the overall aim of reducing the city's NEET population in line with statutory responsibilities. The role will be undertaken in collaboration with all local post 16 learning and skills providers, secondary schools, the voluntary and community sector, other Local Authorities and other children, young people and family services. You will lead the provision and dissemination of learning and skills data across the city in association with the statutory requirements set out by the Department for Education. You will lead the negotiation, challenge and support of post 16 learning and skills provision across the city. You will also provide influence to the direction of travel for post 16 provision in the city.
The post holder will maintain and develop effective working relationships / networks with the aforementioned key funding partners and learning and skills providers across the city. You will have an in depth knowledge and understanding of learning and skills funding streams and be proficient in bidding for external / internal funding opportunities and facilitate the associated programme delivery.
The post holder will lead the city's participation strategy to increase the number of young people participating in employment, education and training and lead services which provide support and advice aimed at vulnerable young people who find themselves Not in Employment Education and Training (NEET).
You will lead the data analysis and interpretation of data which supports the identifying of gaps in provision, targeted support for vulnerable groups and enables existing provision to be influenced appropriately.
You will work closely with other children and young people and family services, DWP, schools, colleges and training providers to ensure sharing of data supports the participation of vulnerable young people and adheres to data sharing protocols and GDPR.
The post holder will ensure the city has sufficient and appropriate learning and skills provision in collaboration with the Department for Education (DfE) and make appropriate representation should gaps be identified.
You will lead the city's 'Risk of NEET' services inline with DfE guidance and in association with Secondary School leaders, other service leads within the council and external support agencies.
You will be required to overseeing the statutory Participation and NEET monthly data returns to the DfE, interpreting DfE CCIS guidelines / legislation and ensuring effective / timely service implementation. You will ensure that strict DfE deadlines are met and adhered to and overseeing the ongoing development of the local authority's CCIS system.
