Managing a Team of two and reporting to the Head of Income & Contracting, the postholder will be the Trust's lead for all Overseas Patients' identification and billing. Guided by Department of Health, Department of Work and Pensions, Home Office and Border Force, NHS and Trust Policy and Procedures, the post holder will be responsible for the management and administration of all accounting processes in relation to charges for overseas patients across the Trust, maximising all available income, currently circ £600k., Reporting to the Head of Income & Contracting and guided by Department of Health, Department of Work and Pensions, Home Office and Border Force, NHS and Trust Policy and Procedures, the post holder will be responsible for the management and administration of all accounting processes in relation to charges for overseas patients across the Trust, maximising all available income. Billing and invoicing of Overseas Visitors ~ £600k per annum Staff Management
- Line manage the Overseas Visitors team (2.0 WTE (1x Band 4, 1x Band 3) within the service, overseeing their appraisal and development and planning the cascade of service objectives to the wider teams
- Monitoring of staff performance and management where appropriate. The post-holder will act as the primary point of contact for: overseas visitors and their families/ representatives/ interpreters, clinicians, nursing and ward staffs in the management of overseas patient charges. They will lead the Overseas Visitors team and be responsible for delivering the program of awareness and training at the Trust. Collaborate with clinicians and managers to maximise overseas patient income throughout the Trust., · Create, develop and maintain robust systems and procedures to ensure that all overseas patients are identified and charged for. Develop effective working arrangements with and train financial and non-financial staff who assist in the process on other sites. Deal with sensitive, emotive issues with overseas patients whose first language is unlikely to be English and where there may be learning and communication difficulties. · Line Manage a team of two Overseas Visitors Administrators. Provide and co-ordinate training program · Using their highly developed knowledge of the current Department of Health overseas charging policy, foster a good commercial relationship with the Department of Work & Pensions and the Home Office/ Border Force to confirm individual patients of their risks and responsibilities. · Using Finance and IT systems calculate patient charges and either submit EHIC charges through the Department of Work and Pension on-line portal or raise invoice requisitions, ensuring fees are collected directly from patients whichever is appropriate. · Liaise with ward managers for assistance contacting the patients or their relatives when identifying chargeable patients. · 'Reconcile EEA financial incentive scheme payment received against submitted online portal entries ensuring correct compensation for reporting EHIC incentive money paid by UK Department of Health · Interact with overseas patients in person, via email, telephone, post etc. to establish their eligibility to free NHS care and advise the patient and clinicians of the outcome. · Required to interpret Department of Health guidance and consultant information regarding patient ailments and projected length of stay and calculate costs accordingly, without referral to line management. · Manage the process for collecting EHIC or visa details and notifying relevant organisation and clinicians as to whether or not the patient is chargeable for their care. · Undertake reviews and training visits to key staff groups, keeping them informed of the requirement to identify overseas patients, which includes promoting issues in Trust News and attending meetings with Clinical Managers and other staff.
The ability to converse easily and provide advice in accurate spoken English is essential for all customer facing roles. Most positions require a Disclosure and Barring check and will be exempt from the Rehabilitation of Offenders Act 1974. Posts working regularly or unsupervised with children or vulnerable adults require an enhanced check.
